About this role
Job Requirement * A recognized Bachelor's Degree in Environmental/ Health/ Safety or equivalent. * Minimum 10 years related working experience in Health, Safety, and Environmental roles within the Construction Industry. * SHO certification is required. * Possess a valid DOSH green book. * Strong presentation skills on all HSE matters. * Well-versed in OSHAS 18001 and ISO14001 standard. Knowledgeable in legal and other safety and health requirements, HSE management system audits, and HSE regulations. * Computer literate in MS Word, Power point and Excel. Job Responsibilities * Implement all policies, activities, procedures, instructions as relevant and required by the QESH Management System. * Provide and demonstrate the leadership and commitment for the overall implementation of the QESH Management System in the department. * Take accountability for the effectiveness of the QESH Management System in the department. * Ensure that the QESH Management System conforms to the ISO 9001, ISO 14001 and OHSAS 18001 standards in the department. * Promote use of process approach, risk-based thinking and life cycle perspective in the organisation. * Promote customer focus and improvement in the department. * Comply with client and applicable legal and other requirements. * Determine risks, opportunities and plan actions and ensure they are implemented. * Report on performance of QESH Management System including QESH performance in the department to the Top Management. * Meet the general duty responsibility to provide a workplace free from hazards that are causing/likely to cause death/serious physical harm to clients, employees, workers, general public, stakeholders and interested parties as required by legal and other requirements. * Prepare, review, update and control distribution of Project Safety and Health Plan for project site and as per client's requirements. * Participate in the weekly toolbox, monthly environmental, safety and health committee meeting at the project site as per contract. * Prepare statistic summary of accident and lost time report for Project Manager. * Responsible for initiation, coordination and supervision of safety and health programme. * Enforce, monitor and control workers and subcontractors on safety and health practices at works site by carrying out daily inspection of job as well as inspection of equipment. * Enforce the provision of fire-fighting equipment and first-aid kits at workplace. * Attend, investigate and reporting any safety and health emergency, accident, near miss accident, incident, dangerous occurrence, occupational poisoning/diseases at the workplace. * Conduct safety and health inspection and internal audit. * Compile, analyse and maintain statistical data of accidents, dangerous occurrence, occupational poisoning/diseases at the workplace. * Prepare, review, update and control distribution of Environmental Management Compliance Plan for project site and as per client's requirements. * Brief and educate the project team and the subcontractors on the Environmental Management Compliance Plan and others client's requirements whichever applicable. * Set out various environmental protection/conservation measures to comply to the environmental conditions as stipulated by the Department of Environment (DOE) and other relevant authorities in the EIA approval conditions. * Ensure the environmental issues e.g. water, air, odour qualities and noise level parameters are within permitted limit. * Liaise with authorities for application of Environmental pollution, recommend the corrective measures and prepare Environmental Monitoring and Audit Report (EMAR) on a monthly basis. * Attend to audit findings on environmental issues within stipulated time. * Handle complaints from public and local authorities on environmental issues. * Record and document all Best Management Practices (BMPs) at site. * Undertake any and all other duties and responsibilities as so instructed by the superior.
